天津市“十三五”期间大气污染防治措施对PM2.5和CO2的协同控制效益分析

【摘要】 基于WRF-CAMx模型模拟天津市"十三五"期间大气污染防治措施对PM2.5浓度改善的贡献,利用排放因子法计算大气污染防治措施对CO2减排的贡献,在此基础上构建了协同效益指数评估污染防治措施对PM2.5浓度改善和CO2减排的协同效益。结果显示,"十三五"期间主要大气污染治理措施中,散煤治理、工业锅炉改燃并网和供热锅炉改燃并网措施对PM2.5浓度改善的贡献最为明显,分别使PM2.5浓度下降18.3%、13.6%、11.1%;工业锅炉改燃并网、钢铁企业退出、清洁能源利用措施对CO2减排效果最为明显,分别减排834.71万、699.31万、300.05万t。综合来看,以工业锅炉改燃并网和钢铁企业退出措施对PM2.5浓度改善和CO2减排的协同效益较为显著。

【Abstract】 Based on WRF-CAMx model, the contribution of various measures to the improvement of PM2.5 concentration in Tianjin during the 13 th Five-Year Plan period was simulated in this study. The contribution of some measures to CO2 emission reduction was also calculated by using emission factor method. Based on the above research, a synergistic benefit index was constructed to analyze and evaluate the synergistic effect of each measure to the improvement of PM2.5 concentration and CO2 emission reduction. The results showed that the improvement of PM2.5 concentration was significantly contributed by the control of coal, the fuel-changed and grid-connected of industrial boilers and heating boilers among the major air pollution control measures during the 13 th Five-Year Plan period, which reduced PM2.5 concentration by 18.3%,13.6% and 11.1% respectively. The effective measures on the CO2 emission reduction were the fuel-changed and grid-connected of industrial boilers, the withdrawal of steel enterprises, clean energy utilization, achieving 8.347 1 million, 6.993 1 million and 3.000 5 million tons of emissions reduction respectively. In summary, the measures of fuel-changed and grid-connected of industrial boilers and withdrawal of steel enterprises had the most obvious synergistic effect on the improvement of PM2.5 concentration and CO2 emission reduction.
