【摘要】 颠覆性技术创新既可引领国家发展战略,但又存在颠覆性风险。颠覆性技术创新风险具有极端的损害性、广泛的社会性和深刻的辩证性特征,其导致风险事故发生,或导致社会发展进程和制度结构被改变。颠覆性技术创新风险根源于其客观的内在结构要素和外在因素的高度不确定性,其中决策失误和应对失当的人为原因越发凸显。因此,对此类风险的应对或处置需要有新的思维和策略,在防范上要有前瞻性方案,在治理上要有全方位考虑,在实践中要及时排除风险因素。更多还原

【Abstract】 The disruptive technology innovation leads the national development strategy, but there are also disruptive risks. The risk of disruptive technological innovation is extremely damaging, extensively social, and profoundly dialectical; the consequences of risk accidents will change the process and institutional structure of social development. The risk of disruptive technological innovation stems from the high degree of uncertainty of its objective internal structural elements and external factors, and the artificial causes of decision errors and improper responses have become increasingly prominent. Therefore, to deal with or cope with such risks requires new thinking and strategies. It is necessary to establish a system including a forward-looking plan for prevention, comprehensive considerations in governance, and timely elimination of risk factors in mitigation.更多还原
