产业技术联盟推进京津冀农业协同发展的对策研究

【摘要】 以联盟作为产业创新载体,以重点产业协同创新带动整体产业结构调整是实现京津冀协同创新共同体建设目标重要内容。产业技术联盟主要从组织建设、领域布局、成果推广和政府引导4个方面,实现区域产业协同发展和转型升级。目前,京津冀产业技术联盟还存在数量少、影响力降低、与产业协同创新结合有待深化、政府对联盟发展的支持力度有待加强等问题。建议建立以联盟为核心农业协同创新体系,强化联盟与产业协同的契合度,加强政府对农业协同的引导和支持。

【Abstract】 Absrtact:Taking alliance as the carrier of industrial innovation and driving the adjustment of the whole industrial structure by the collaborative innovation of key industries are important to the goal of building the Beijing-Tianjin-Hebei collaborative innovation community. The industrial technology alliance realizes the coordinated development, transformation and upgrading of regional industries mainly from four aspects: organization construction, field layout, achievement promotion and government guidance. At present, the Beijing-Tianjin-Hebei industrial technology alliance still has problems such as small quantity, weak influence, and the combination of industrial collaborative innovation needs to be deepened, and the government’s support for the development of the alliance needs to be enhanced. It is recommended to establish an agricultural collaborative innovation system centered on alliances, strengthen the fit between alliances and industrial synergy, and strengthen the government’s guidance and support for agricultural synergy.
