中国中东部地区高校科技创新能力评价研究
Research on the Evaluation of Scientific and Technological Innovation Ability of Colleges and Universities in Central and Eastern China
【摘要】 通过构建中国区域高等学校科技创新能力评价指标体系,运用突变级数法,对2017年中东部地区15个省市高等学校科技创新能力进行了定量研究。研究结果表明:东部各省市高校科技创新能力整体上比中部地区更具竞争优势。其中,北京、江苏、上海、广东等4个省市高校科技创新能力最强;湖北、浙江、山东、安徽和湖南等5个省高校科技创新能力处于居中位置,具有一定的竞争力;河南、天津、福建、河北、江西、山西等6个省市高校科技创新能力相对薄弱。中东部地区15个省市高校科技创新绩效特征表现为:高投入高产出(H-H)、中投入中产出(M-M)、中投入低产出(M-L)、低投入中产出(L-M)、低投入低产出(L-L)。在数据分析的基础上有针对性地提出了中东部地区高等学校科技创新能力提升的具体建议。
【Abstract】 Through the construction of the evaluation index system of scientific and technological innovation ability of regional colleges in China, the catastrophe progression method was used to make a quantitative study on the scientific and technological innovation ability of higher education institutions in 15 provinces and cities in central and eastern China in 2017.The results show that the scientific and technological innovation ability of universities in the eastern provinces and cities is more competitive than those in the central region. Among them, Beijing, Jiangsu, Shanghai and Guangdong provinces have the strongest scientific and technological innovation ability; Hubei, Zhejiang, Shandong, Anhui, and Hunan provinces are in the middle position and have certain competitiveness; Henan, Tianjin, Fujian, Hebei, Jiangxi, and Shanxi are relatively weak. The characteristics of scientific and technological innovation performance in universities in the 15 provinces and cities in the central and eastern regions are: high input and high output(H-H), medium input and medium output(M-M), medium input and low output(M-L), low input and medium output(L-M), low input and low output(L-L). Finally, specific countermeasures are put forward to improve the science and technological innovation ability of colleges and universities in the central and eastern regions.
