【Abstract】 Service clusters based on mobile portal and micro-application integration are becoming an important development trend in the wisdom of urban governance. "Microservices″ and "micro-innovations″ have leveraged "big applications″ and "big innovations″ in the field of urban governance. Health Code is a typical case that emerged in the fight against the Covid-19 epidemic. In order to analyze the inspiration of health codes for urban governance wisdom, this paper analyzes the evolutionary process of health code function transformation and "micro-ecology″ formation through the process tracking method. The study finds that the "microecology″ of urban governance wisdom facilitates the rapid layout and development of applications, helps us to realize the institutional flexibility of "peacetime and wartime″, and more effectively aggregates "diffuse″ knowledge.
