【摘要】 提升两岸行业标准共通是习近平总书记对台工作重要论述,为新时代两岸经济社会融合发展提供了方向。当前,两岸行业标准共通呈现支持台企台胞参与标准制修订、推行"一事两标"、两岸协商合作共通行业标准等多样的实践范式。但也应注意到,两岸行业标准共通的数量仍然有限,行业标准共通面临政治维度、法律维度及实践维度的现实困境。在新形势下,提升两岸行业标准共通可通过原则上视台湾地区标准为中国地方标准、适当调整"强制性标准必须执行"的管控,充分发挥联席会议制度功能、选定重点领域等方式加速推进。更多还原

【Abstract】 Improving the shared industry standards across the Straits is an important exposition of General Secretary Xi Jinping’s work in Taiwan and provides a direction for the development of cross-strait economic and social integration in the new era. Currently,the shared industry standards across the Strait have presented various practical paradigms such as supporting Taiwan-funded enterprises and Taiwan compatriots to participate in standard formulation and revision,the implementation of"one thing two standards",and cross-strait consultations and cooperation of common industry standards. However,it should also be noted that the number of shared industry standards is still limited,and the improvement of cross-strait shared industry standard is faced with the real dilemma of political,legal and practical dimensions. Under the new situation,the promotion of common industry standards across the Straits can be accelerated by treating Taiwan standards as local standards in China in principle,appropriately adjusting the management and control of"mandatory standards must be implemented",giving full play to the functions of the joint conference system,and selecting key areas.更多还原
