基于AHP和模糊评价的船舶异常行为研判
The Research of Ship Abnormal Behavior Evaluation Based on AHP and Fuzzy Evaluation
【摘要】 商船和绝大部分大中型渔船都安装船载AIS、北斗卫星定位和通信终端,产生大量船舶航行数据,主要包括航行速度、轨迹、位置等参数,这为研究船舶异常行为研判提供可能性.从运动异常、位置异常、AIS设备异常和其他参数异常四个角度考虑,构建船舶异常行为评价指标体系,运用层次分析法(AHP)获得各个层次指标的权重系数,应用模糊综合评价法对船舶异常行为进行建模,实现对船舶异常行为评估.还开发了软件系统,对专家和评分进行管理,设计计算方法,计算权重和评价结果.还以船舶航行数据为依据,构建船舶走私研判模型,对船舶走私可能性进行评估分析.基于船舶航行过程数据,对船舶异常行为进行预判,对于船舶运行安全管理,打击非法作业、走私等具有重要意义.
【Abstract】 Commercial ships and most of the large and medium-sized fishing vessels are equipped with onboard AIS,Beidou satellite positioning and communication terminals, which generate a large number of ship navigation data, mainly including the parameters of sailing speed, track, position, etc.,which provides the possibility for the study and judgment of abnormal behavior of ships. From four aspects of abnormal motion, abnormal position, abnormal AIS equipment and other parameters, the evaluation index system of ship abnormal behavior is constructed. The weight coefficient of each level index is obtained by using analytic hierarchy process(AHP),and the fuzzy comprehensive evaluation method is used to model the abnormal behavior of ships to realize the evaluation of abnormal behavior of ships. A software system is developed to manage experts and scores, design calculation methods, calculate weights and evaluate results. On the basis of ship navigation data, a ship smuggling research and judgment model is built to evaluate and analyze the possibility of ship smuggling. Based on the data of ship navigation process, it is of great significance to predict the abnormal behavior of ships for the safety management of ship operation and cracking down on illegal operation and smuggling.
