从中国工业排污量时空演变透视区域深度工业化步伐
From Dynamics of China’s Industrial Emissions to the Perspectives of Regional Industrialization Pace
【摘要】 本文度量了2005~2019年中国267个主要城市和地区工业产值、经济增长与单位工业污染物排放量等主要观测变量时空动态演变,透视中国不同区域高技术制造业升级、资源环境保护和深度工业化进程。研究发现:(1)在大部分地区,当产出收益对环境保护的需求弹性超过1时,单位工业产出的排污量将下降;(2)分区域、分类别城市工业环评与生态环境部《2019年中国海洋生态环境状况公报》结论一致,全国空气质量进一步改善,水环境质量有序提高;(3)然而,中国中西部地区的工业污染现象仍较为严重,以中低技术制造业为主的内陆地区,在工业固体废弃物处理率、粉尘生成量等方面仍差强人意;(4)与中小城镇相比,大中型城市对环境保护的力度逐年加大,工业废水、工业二氧化硫排放量得到较大抑制;(5)东南沿海地区开始出现资源节约型、环境友好型产业优化趋势;(6)部分发达地区已经开启绿色技术升级新征程。
【Abstract】 This paper measures the dynamics between industrial output value and unit industrial pollutant in various regions of China since 2005 to 2019,which provides perspectives on the process of manufactures’ upgrading.This study finds that:(1)in most regions,when the output elasticity of demand for environmental protection exceeds 1,the amount of pollutants discharged per unit of industrial output will decrease;(2)the air quality all over the country has been further improved,and the water environment quality has been improved in an orderly manner;(3)however,industrial pollution in most regions is still serious.Especially,the industrial solid waste treatment rate and dust generation are still unsatisfactory;(4)compared with small towns,large and medium-sized cities have been striving to protect their environment year by year,as a result,the discharges of industrial wastewater and industrial sulfur dioxide has been greatly suppressed;(5)eco-friendly industries have appeared in the southeast coast;(6)some developed regions have embarked a new journey of eco-friendly production upgrading.
