【摘要】 风貌专项规划作为国土空间规划体系中专项规划的类别之一,对提升国土空间品质、建设美丽国土具有重要意义。伴随各地国土空间规划工作的有序推进,风貌专项规划也急需结合新时代的发展要求,顺应导向、积极响应及更新迭代。文章分析了新时代背景下国土空间"规划三观"导向,即规划价值观、资源统筹观和指导实施观,提出风貌专项规划需从研究视角层、关注焦点层和支撑实施层进行"叠层探索"响应,并结合国家级新区——大连金普新区风貌专项规划,从研究位序维度、空间焦点维度、支撑应用维度开展多维实践研究,以期为国土空间规划体系下其他地区的风貌专项规划提供参考。更多还原

【Abstract】 As a specialty planning in the system of territory spatial planning,cityscape planning is significant in improving territory spatial quality and building a beautiful territory.With the progress of territory spatial planning nationwide,cityscape planning shall reform in response to development needs in the new era.The paper analyzes the value orientations of territory space:planning value,resource integration,and guidance of implementation,and proposes cityscape planning shall make overlapped explorations from research viewpoint,focus issue,and implementation.With Jinpu new district cityscape planning as an example,the paper makes a multi-dimensional study in research order,spatial focus,supportive application,and provides a reference for cityscape planning practice in other cities.更多还原
