【摘要】 保障公民对公权力的监督权是社会主义政治法律制度优越性的重要体现。人民的监督权至上原则是社会主义监督机制根本区别于资本主义监督机制的最突出体现。《公民监督权法制建构论》一书作为国内第一部系统研究公民监督权法制建构的学术著作,初步厘清了公民监督权的基础理论,深刻探寻了公民监督权法制保障的现存短板,有力地论证了我国公民监督权利体系与公权力监督制约体系之间一体并存、良性互动的耦合关系。该成果对于推进我国法治监督体系的建构完善具有重要的理论意义和参考价值。更多还原

【Abstract】 Ensuring citizens’rights to supervise public power is an important manifestation of the superiority of the socialist political and legal system.The principle of the supremacy of the people’s supervisory power is the most prominent manifestation of the fundamental difference between the socialist supervisory mechanism and the capitalist supervisory mechanism.As the first domestic academic work to systematically study the legal system of citizens’supervision,the book On the Construction of the Legal System of Citizens’Supervision Rights has initially clarified the basic theories of civil supervision,and deeply explored the existing shortcomings of the legal protection of citizens’supervision rights.It demonstrates the coexistence and benign interaction between the system of citizens’supervision rights and the system of public power supervision and restriction.This achievement has important theoretical significance and reference value for advancing the construction and improvement of China’s legal supervision system.更多还原
