【Abstract】 As an important part of Huaihe River ecological economic belt, Northern Anhui should speed up green development to implement the strategy of Huaihe River ecological economic belt during the 14 th five-year plan period. Green development is inseparable from scientific and technological innovation, system reform and public participation.
