【摘要】 “行政机关运行保障”形成于对以往机关后勤等概念的确认与承继。推进行政机关运行保障法治化是新时代提出的新要求、新任务，而确认、承继和发展，则是完善运行保障制度的正确方法论。要确保行政机关依法行使职权、全面履行职责，就必须确保其在保障计划的制定、实施中占据主导地位。行政机关运行保障应建立健全意见表达机制，以科学评价机制支撑运行保障计划，确立并活用动态调整机制。应坚持合法性原则、服务原则、成本与绩效相均衡原则、集中统一和分类管理原则及公开原则。还应坚持监督原则并完善制约机制，将督查结果运用于完善行政运行保障制度及法规范体系。确认和运用PDCA方法论，或将有助于推进新时代行政法和行政法学领域的新课题研究。更多还原

【Abstract】 " Operation Guarantee of Administrative Organs" is formed by the confirmation and inheritance of the previous concepts of organ logistics.It is a new requirement and a new task to promote the legalization of the operation guarantee of administrative organs in the new era,while the correct methodology to improve the operation guarantee system is to confirm,inherit and develop it.To ensure that administrative organs exercise their functions and powers in accordance with the law and fully perform their duties,it is necessary to ensure that they play a leading role in the formulation and implementation of security plans.Operation guarantee of administrative organs should establish and improve the mechanisms of expressing opinions,support the operation guarantee plan with scientific evaluation mechanisms,establish and make use of dynamic adjustment mechanisms.We should adhere to the principles of legitimacy,serving,balance between cost and performance,centralization,unified and classified management and openness.We should also adhere to the principle of supervision and improve the control mechanism,apply the results of supervision to improve the guarantee system of administrative operation and the law system. The confirmation and application of PDCA methodology may help to promote the research of new subjects in administrative law and administrative jurisprudence in the new era.更多还原
