【摘要】 短时间内以极快速度爆发的、具有广泛社会危机的事件被称为突发性公共事件,突发性、普遍性和非常规性是其3个显著特点。2020年初,新型冠状病毒爆发,符合突发性公共事件的特点。其中,疫情重灾区湖北省由于短时间内病患激增,现有医疗资源无法完全收治患者,故政府临时决定将全省多个体育馆改造为方舱医院救治患者,体育馆在此次疫情阻击战中发挥了重要的作用,收治了武汉接近四分之一的患者。根据此次疫情场馆使用情况来看,体育馆是突发性公共事件中可以利用的一项有效资源,在体育馆平时的运营及应急处理方案中,应考虑突发事件的可能性及应对预案,使体育馆在特殊时期能够发挥特殊作用。更多还原

【Abstract】 Sudden public event refers to a social crisis that breaks out rapidly in a short time and has a certain universality.Sudden public events have three characteristics:sudden,universal and unconventional.At the beginning of 2020,COVID-19 broke out,which is in line with the characteristics of sudden public events.Among them,in Hubei Province,the hardest-hit area of the epidemic,due to the surge of patients in a short period of time,the existing medical resources were unable to fully treat patients,so the government temporarily decided to transform many gymnasiums in the province into square cabin hospitals to treat patients.the gymnasium played an important role in the fight against the epidemic,treating nearly 1/4 patients in Wuhan.According to the use of the epidemic venues,the gymnasium is an effective resource that can be used in sudden public events.in the usual operation and emergency handling plan of the gymnasium,the possibility of emergency and the plan to deal with it should be considered,so that the gymnasium can play a special role in a special period.更多还原
