【摘要】 2020年是个不平凡的年份,哈萨克斯坦发生了严重的新冠肺炎疫情。新任总统托卡耶夫采取多项措施进行改革,国家政治转型逐步深化,国内民主机制不断加强;建立新型国家治理模式,在各个领域开展数字化建设;采取多种措施举国共同抗疫,发展医疗卫生体系,采取多种救助措施保障民生,保障政局和社会稳定。2020年哈经济首次负增长,但好于预期,政府通过建立发达的农业体系增强经济竞争力,帮助本国企业渡过难关,促进金融业向多元化发展。哈萨克斯坦保持多元平衡外交的连续性时,并不是与每个国家保持同等距离,而是有优先排序。未来,哈经济将可能与世界经济同步,进入负增长或低增长时期;政治上,力图在变化的新世界中找到自己应有的地位,保持其稳定的内政外交政策和发展路线。更多还原

【Abstract】 The new President of Kazakhstan,Kassym-Jomart Tokayev,has been pushing through domestic reforms with a series of measures regarding political transition,democratic mechanism,state governance,digitalization,anti-pandemic campaign,healthcare system,stability,living standards,etc. Economic performance 2020 was better than expected under the impact of the COVID-19 pandemic in despite of a negative growth for the first time since independence. The2020 economic policy includes the creation of a competitive economy by designing a developed system of agriculture,encouraging entrepreneurship,and building a diversified financial sector. It is expected that the economy will enter a phase of a slow or even negative growth in the future.更多还原
