【摘要】 在对新型农村合作医疗制度的公共财政性质分析和成本效益比较原则基础上,认为公共财政支持的基本医疗保障政策应当同时具备四方面特征:经济效率、受益公平、与配套支持政策相互协调和实现自身可持续发展,据此提出"效率-公平-协调-可持续"(简称E-F-H-S框架)四位一体的公共政策绩效评价框架,并建立新型农村合作医疗政策绩效评价的指标体系,包括效率性指标、公平性指标、可持续性指标和相关政策协调性指标,可用于新型农村合作医疗等农村公共卫生政策绩效评价研究。更多还原

【Abstract】 This paper, based on the analysis of the quality of public finance on the new rural cooperative medical service system and the principle of cost-benefit comparison, proposes a four-in-one framework for frame-work, or E-F-H-S for short. Also, this paper successfully establishes an index system, including indicators like efficiency, equity, sustainability and related policy coordination, for the performance evaluation on the new rural cooperative medical service policy and suchlike rural public health policies.更多还原
