【摘要】 本文手工整理囊括PPP项目和社会资本基本信息的微观数据,按社会资本是否私人部门将数据加总到地级市层面,进而实证考察了地方政府自有财力薄弱程度对私人部门参与PPP项目的影响。基准结果显示,地方政府自有财力薄弱程度与私人部门参与PPP项目之间存在倒U型的关系。影响机制表明:自有财力薄弱的地方政府推行的PPP项目规模通常较小,单位PPP项目投资额配套的土地更多,对私人部门参与PPP项目形成拉力作用;而地方政府自有财力过于薄弱,会导致私人部门对政府履约能力的担心,对私人部门参与PPP项目形成阻力作用。更多还原

【Abstract】 This article manually collects micro data including basic information on PPP projects and social capital,and adds up the data to the prefectural city level according to whether the social capital is private or not,and then empirically examines the impact of local fiscal capacity on private sector participation in PPP and the mechanism.The benchmark results show that there is an inverted U-shaped relationship between the weakness of local fiscal capacity and private sector participation in PPP projects.The impact mechanism shows that the scale of PPP projects promoted by local governments with weak fiscal capacity is usually small,and there is more land for PPP project investment per unit,which has a pulling effect on private sector participation in PPP projects.But when local fiscal capacity is too weak,it will cause the private sector to worry about the government’s ability to perform contracts and create resistance to the private sector participation in PPP projects.更多还原
