【摘要】 文化旅游融合可为城市高质量发展注入新动能,而政策对城市文化旅游融合具有重要的推动作用,这使相关政策的演化逻辑与未来走向研究成为亟待解决的问题。以1981年以来我国城市文化旅游融合的167项政策文本为样本,将城市文化旅游融合政策的演化过程分为四个阶段,并采用统计分析法与内容分析法,从政策文本数量与内部结构、发布主体的府际关系、政策执行轨迹三个方面,分析政策演化逻辑,而后提出其未来走向。研究结果表明:首先,我国城市文化旅游融合政策遵循"规范性文件为主——部委主导——产业+城市"的演化逻辑;其次,我国城市文化旅游融合政策的未来走向表现为:立法工作将加快、政策路径更明确、政策边界不断拓展、体制机制改革成为政策重点。更多还原

【Abstract】 The convergence of culture and tourism can inject new energy into urban renewal, while policies play an important role in promoting the convergence of urban culture and tourism, which makes it an urgent problem to grasp the evolution logic and future trend of relevant policies. This paper takes 167 relevant policy texts about the convergence of urban culture and tourism since 1981 as a sample, and divides the evolution of these policies into four stages, also analyzes the evolution of these policies from three aspects: the number and internal structure of policy texts, the intergovernmental relationship of the policy issuers, and the path of policy implementation using statistical analysis and content analysis method, and then puts forward the future trend of the policies. The research results show that: first, the evolutionary logic of policies about the convergence of urban culture and tourism follows ’’the policy categories are dominated by regulatory documents——policies release are mainly led by ministries——industry + cities’ ’. Secondly, the future trend of the urban cultural tourism integration policy in China is reflected in four aspects: the legislative work is accelerated, the policy path is clearer, the policy boundary is constantly expanded, and system and mechanism reforms are becoming the policy focus.更多还原
