【摘要】 近年来我国领事保护案件出现常态化、群体化趋势,为形成海外华侨华人利益保护的长效机制,2014年以来国侨办在华侨华人人数超过10万的城市设立"海外华侨华人互助中心"。非洲是我国公民海外安全问题突出的地方,迄今安哥拉、尼日利亚、南非、坦桑尼亚、博茨瓦纳、肯尼亚等国的华助中心相继成立,它们对所在国中国公民的领事保护工作发挥了积极的作用。同时,非洲各华助中心普遍面临华侨华人人口构成复杂化、侨团多元化、资金和人才短缺、西方"中国威胁论"宣传的负面影响等问题。但可预见,随着中非合作关系的进一步发展及中国移民数量的不断增长,华助中心对在非中国公民领事保护工作的重要性将日益凸显。更多还原

【Abstract】 In recent years,consular protection cases of China have become more and more routine and group-oriented. To form a long-term mechanism of protecting interests of overseas Chinese. Overseas Chinese Affairs Office of the State Council of China has selected the cities abroad with more than 100,000 overseas Chinese to set up Overseas Chinese Service Center since 2014. Africa is a region where the issue of overseas security of Chinese citizens is prominent. So far,Angola,Nigeria,South Africa,Kenya,Tanzania,Botswana have set up their OCSCs,which play a positive role in consular protection of Chinese citizens in the local. These OCSCs in Africa generally face such problems as complicated composition of overseas Chinese population,diversification of overseas Chinese associations,shortage of capital and talents,and negative effects of western propaganda of China Threat Theory and so on. However,it is foreseeable that with the further development of China-Africa cooperative relations and the further growth of the number of Chinese citizens in Africa,OCSCs will play an increasingly important role in the consular protection of Chinese citizens in Africa.更多还原
