【摘要】 加拿大优越的海洋创新环境有效助推了其海洋产业的快速发展。本文从战略制定与实施、法律完善与保障、平台搭建与扩展,机构管理与统一四个方面总结了加拿大海洋创新体系的经验,以此提出优化我国海洋科技体系创新的四个方向:(1)增强海洋事务的政策统筹以及集中管理;(2)修正海洋管理的政策法规和补充立法;(3)发展海洋科技的创新平台和多元主体;(4)提升海洋研发的资金投入和结构优化。更多还原

【Abstract】 The superior marine innovation environment has promoted the development of marine industry in Canada. These experiences are summarized in this paper from four aspects, they are strategy formulation and implementation, legal improvement and security, platform construction and expansion, institutional setting and management. Their significance to the marine science and technology innovation of China can be listed as follows. Firstly, policy co-ordination and centralized management on ocean affairs should be enhanced. Secondly, marine management policies and regulations should be fixed and increased. Thirdly, innovation platform and multiple entities of marine science and technology should be developed. Finally, capital investment and structural optimization of marine research and development should be upgraded.更多还原
