【摘要】 县委书记是党在县域治国理政中的骨干力量,是县域发展的"一线总指挥"。本文通过对7位因腐败落马的"优秀县委书记"案例的解剖,系统分析了他们落马的主要原因:一是"双面人"现象难以甄别。这种政治上的"双面人"善于伪装,欺上瞒下。二是权力监督不够到位。导致一些优秀县委书记的权力发生异化,滋生了腐败。三是所处政治生态不够健康。党内政治生态和社会生态遭到破坏,使一些优秀县委书记麻痹大意,落入腐败的陷阱。四是个人素质不够过关。使得一些优秀县委书记放松世界观改造,导致腐败现象发生。这些"优秀县委书记"腐败落马的警示:一是不忘初心,坚守理想信念。做到心中有党、心中有民、心中有责、心中有戒。二是完善机制,科学考察和甄别政治上的"双面人",防止带病提拔。三是从严治吏,加强县委书记权力制约监督,一体推进"三不腐"制度体系建设。四是净化政治生态,打破圈子文化和熟人文化,严肃党内政治生活,营造风清气正的政治生态,促进县委书记健康成长。更多还原

【Abstract】 The county Party secretary is the backbone of the Party in the county governance and administration,and the"front-line commander in chief"of the county development. This paper systematically analyzes the main reasons of seven"excellent county Party secretaries"who were dismissed. First,it is difficult to distinguish the phenomenon of"double-faced person". This kind of political"double-faced person"is good at camouflage and deception. Second,power supervision is not enough. This leads to the alienation of the power of some excellent county Party secretaries and breeds corruption. Third,the political ecology is not healthy enough. The unhealthy political ecology within the Party and social ecology makes some excellent county Party secretaries careless and fall into the trap of corruption. Fourth,personal quality is not enough,which makes some excellent county Party secretaries relax the transformation of world outlook,and lead to corruption. Their dismission gives us warnings:first,do not forget our original aspirations and adhere to our ideals and beliefs.We should keep the Party,the people,the responsibility and the precepts in our hearts. Second,improve the mechanism. We must scientifically investigate and find out the"double-faced person"in political system to prevent sick promotion. Third,manage officials on the strict side and strength power supervision. Promote the construction of"three non-corruption"system. Fourth,purify the political ecology,break the circle culture and acquaintance culture,and make the politic life be orderly.
