【摘要】 "立德树人"是高等教育的根本任务,高校思想政治理论课是对大学生进行思想政治教育的主渠道和主阵地。高校思想政治理论课教师是马克思主义理论和党的路线、方针、政策的传播者,也是大学生健康成长的引路人。不断加强和改进高校思想政治理论课教师队伍建设,造就一支高素质专业化的高校思想政治理论课教师队伍是高等教育实现"立德树人""铸魂育人"的关键。不同时期国家相关建设政策的演进充分体现了高校思想政治理论课教师队伍建设的理念变迁。对于教育政策的积累和检验有利于分析建设理念影响下高校思想政治理论课教师队伍建设的实效与不足,进一步促进教育政策的创新和改进。改革开放40余年来,高校思想政治理论课教师队伍建设政策演进始终以中国特色社会主义理论与实践发展为背景,以高等教育改革推进为基础,以思想政治理论课程体系调整为标志,形成了"恢复重建""整体推进""全面深化""持续提升"四个发展演化阶段。从时代需求、文本主题词、建设成效等方面回溯高校思想政治理论课教师队伍政策的演进,可以发现建设背景从本土需求到多元冲击、建设目标从数的量化到质的提升、建设规划从离散整合到系统融合是高校思想政治理论课教师队伍建设政策的基本演化路径。同时,在建设政策演化的外显形态之下,其政策演变脉络形成了内在逻辑:以高校思想政治理论课持续改革为驱动的政策形成机制,以教师队伍整体素质提升为取向的政策价值和以培养培训、评价激励等制度规范为保障的过程指向。基于建设理念演化逻辑分析的证据框架之上展望高校思想政治理论课教师队伍建设理念的未来趋向:突出马克思主义理论学科建设、构建完善的教师培养培训体系以及创新教师管理保障机制是高校思想政治理论课教师队伍建设基于政策层面的应然之策。更多还原

【Abstract】 "Strengthening moral education and cultivating people"is the fundamental task of higher education and the ideological and political theory course is the main channel and position of ideological and political education for college students. The teachers of ideological and political theory course in universities are not only the disseminators of the Marxist theory, but also the guides of the college students. To strengthen and improve the construction of teachers and to create a high-quality and professional faculty team for ideological and political theory course are the key to the realization of "strengthening moral education and cultivating people". The evolution of relevant national policies in different periods fully reflects the concept change of the construction of the teachers for ideological and political theory course. The accumulation and inspection of education policy is conducive to analyzing the actual effect and deficiency of the construction and further promoting the innovation and improvement of education policy. Since the Economic Reform and Opening Up for more than 40 years, the policy evolution of the construction has always been based on the development of the theory and practice of socialism with Chinese characteristics, based on the promotion of higher education reform, and marked by the adjustment of the ideological and political theory curricula system,which has formed four stages of development and evolution: "restoration and reconstruction", "overall promotion", "comprehensive deepening" and "continuous improvement". From the needs of the times, the theme of the text, the construction effect and etc., we can find the basic evolution path of the construction policy of the faculty team for the ideological and political theory course in universities is the construction background is changed from local demand to multiple shocks, the construction goal is changed from quantitative to qualitative improvement, and the construction planning is changed from discrete integration to system integration. At the same time, under the explicit form of the evolution of construction policy, the internal logic has been formed: the policy formation mechanism driven by the continuous reform of courses, the policy value oriented by the improvement of the overall quality of teachers, and the process direction guaranteed by the system norms such as training, evaluation and incentive. Based on the evidence framework of the evolution logic analysis of the construction concept, this paper looks forward to the future trend of the construction concept of the faculty team for the ideological and political theory course: highlighting the construction of Marxist theory discipline, building a perfect teacher training system and innovating the guarantee mechanism of teacher management are the proper policies based on the policy angle.更多还原
