【Abstract】 The marine environment, distribution and abundance of marine biological resources, and marine biodiversity have been damaged by climate change and human activities in varying degrees, and then marine ecosystem has been changed significantly. It is necessary and urgent to maintain the marine environment, protect the marine biological resources and biodiversity, and maintain the balance of marine ecosystem. The establishments of marine protected areas play an important role in solving the above problems and has made important progress. However, there are many problems in the practice of the concepts, and selection and management of marine protected areas. For example, is the "multi-purpose marine protected area" a marine protected area?
