【Abstract】 The social force plays an important role in China’s emergency rescue system. Due to its unique advantages, the social force can hardly be replaced by other forces. The development of social emergency forces complies with people’s needs for a better life, including security, conforms to the reform of social governance based on collaboration, participation, and common interests and the modernization of governance system and capabilities in China.
