【摘要】 基于"网络"的权力关系与技术关系及其组合的不同特质,孕生了网络化治理范式的纵横交错型、嵌套型与智慧型等三种类型,其核心要素主要包括扁平化结构、互动协商机制、参与化权利与增殖性公共价值。通过对既有科层制治理范式反思而成的外部动力机制的引进,以及基于信息通信技术的技术动力机制的塑造,网络化治理范式推动了权力结构的内在流变,创设了利益联结的交汇点,塑造了治理的创新动力。网络化治理范式正成为继"第一代"科层制治理理论范式、"第一代半"新公共管理理论范式之后的"新一代"公共治理理论范式,其要旨在于重新恢复作为主体和行动者的人在现代公共治理中的地位和作用,实现人、组织与制度等三者的有机结合,开创融工具理性、价值理性与主体理性为一体,集"良心+良制+良治"于一身的人类社会新型公共治理发展道路。更多还原

【Abstract】 Based on the different characteristics of the power relationship, technology relationship and the combination of the former two relationships of"network", three types of network governance paradigm have emerged,they are the crisscross-type, the nested-type and the intelligent-type. The core elements of all the three types mainly include flat structure, interactive consultation mechanism, participatory rights and proliferative public value. Through the introduction of external dynamic mechanism from the reflection on the bureaucratic governance paradigm and the shaping of technology dynamic mechanism based on Information Communication Technology,network governance paradigm promotes the internal change of power structure, creates the meeting-points of connecting different interests, and shapes the innovational dynamics of governance. The network governance paradigm is becoming a"new-generation"paradigm of public governance theory following the"first-generation"paradigm of bureaucracy governance theory and the "first-generation-and-a-half"paradigm of new public management theory. The essence of network governance paradigm is to restore the status and role of human being as subjects and actors in modern public governance activities, so as to realize the organic combination of human being, organizations and institutions, as well as to create a new developmental road for human society that integrates instrumental rationality, value rationality and subjective rationality, and integrates "conscience + good system +good governance".更多还原
