【摘要】 我国灾害事故应急管理体制改革正在进行中,应急理念、体制、机制、法制等应急管理体系建设的核心要素都经历着巨大的变革。总体来看,无论是意识提升、体制完善、法制建设都具有一定的滞后性、长期性与复杂性,而机制建设则具有更强的操作性与现实性。应急机制建设的关键性主要表现为它对于意识发展、体制建设和法制完善具有重要影响和补充作用,是实现应急管理能力现代化的重要抓手和根本途径。本文在全面分析我国国家应急管理体制改革现状与存在问题的基础上,从顶层设计与具体建设内容等多个方面提出了完善应急管理机制建设的实现路径。更多还原

【Abstract】 The reform of emergency management system in China is in progress. The core elements, such as concept, organizational structure, operational mechanism and legal system, are undergoing tremendous changes. On the whole, consciousness promotion, system improvement and legal system construction all have the characteristics of lag, long-term and complexity, while operational mechanism construction has stronger operability. Based on analysis of the status quo of China’s national emergency management system reform, this paper puts forward a path to improve the reform, which is to design the top-level capacity-oriented operational mechanism comprehensively.更多还原
