【摘要】 以我国国家层面的310个公共信息资源开放政策为基础,从政策力度、政策目标和政策工具三个维度进行政策量化,构建政策协同测度模型对不同政策目标内部间、政策工具与政策目标间的协同演变进行研究。研究表明,我国公共信息资源开放政策目标内部间协同呈明显上升趋势,且政策的制定逐渐由单一目标转变为多重目标,注重同类型目标协同使用;在目标制定中主要采用供给型工具为主、环境型工具为辅的方式,但缺乏对需求型政策工具的使用。最后,为我国公共信息资源开放政策的制定提出了相关建议。更多还原

【Abstract】 Based on 310 policies on the opening of public information resources at the national level in China, this paper quantifies policies from three dimensions of policy intensity, policy objectives and policy tools, and constructs a policy coordination measurement model to study the coordinated evolution among different policy objectives and between policy tools and policy objectives. The research shows that the internal coordination of the policy objectives of Chinese public information resource open policies is on the rise, and the formulation of the policy is gradually changing from a single objective to multiple objectives, focusing on the coordinated use of the same type of objectives.In the formulation of objectives, the supply tool is mainly adopted and the environment tool is auxiliary, but the demand policy tool is not used.Finally, some suggestions are put forward for the development of Chinese open policy of public information resources.更多还原
