大尺度区域国土空间监测指标设计及实现

【摘要】 大尺度区域国土空间监测指标体系是引导国土空间有序开发、提高国土空间管控能力、推进国土空间规划体系建设的重要手段.针对大尺度区域国土空间监测过程中的关键问题,建立了行政区分类与岸线功能区的分类方法,构建了国土空间、自然资源、社会经济与岸线保护四个评价维度的国土空间监测指标体系;基于开源地理空间处理技术设计开发了一套多模块、高效率的指标计算系统,提高了大尺度区域国土空间评价的效率,对推进"多规合一"工作具有参考意义.

【Abstract】 Large-scale regional spatial monitoring index system is an important means to guide the orderly development of land space, improve the capacity of land spatial management and control, and promote the construction of land spatial planning system. Aiming at the key problems in the process of large-scale regional territorial spatial monitoring, this paper establishes the classification method of administrative regions and shoreline functional areas, and constructs territorial spatial monitoring index system of four evaluation dimensions: territorial space, natural resources, social economy, and coastline protection. A multi-module and efficient index calculation system are developed based on an open-source geospatial processing technology, which improves the efficiency of large-scale regional territorial spatial monitoring and has reference significance for promoting the process of "multi-conformity".
