【摘要】 通过调查公立医院职工对党风廉政建设和医德医风建设的认知程度和工作评价,探索新时代加强公立医院党风廉政建设与医德医风建设之对策。采用问卷调查法,选择北京5家市属三级公立医院2630名职工作为研究对象,对相关问题进行研究。结果显示,调查对象对医院层面党风廉政建设内容的知晓率(60.49%～83.99%)高于科室和党支部层面(22.47%～32.93%),有行政/党务职务的调查对象知晓率分别高于无行政/党务职务的调查对象,差异有统计学意义(P<0.05);对医院纪委主要职责的知晓率(68.14%～83.16%)高于非主要职责(42.09%～75.93%);对医院纪委各方面的监督效果非常满意率和满意率之和均高于81.00%。这说明公立医院应当进一步明确科室和党支部层面党风廉政建设"两个责任"划分,并对普通职工开展有针对性的教育培训;公立医院行风主管部门应当在党委的领导下认真开展医德医风建设工作;公立医院纪委应当进一步聚焦主责主业、强化干部职工的认识,采取监督和教育等有效措施协助党委和行风主管部门加强医德医风建设;各级纪委监委(纪检监察组)可探索为其管理的医院纪委赋予部分监察权限。更多还原

【Abstract】 Investigating the cognition and working evaluation of medical staffs of public hospitals on the building good conduct and political integrity and the construction of medical ethics to explore countermeasures to strengthen building good conduct and political integrity and construction of medical ethics in the new era. Using the questionnaires to investigate 2630 employees in 5 third-class municipal public hospitals, and researching their cognition of related issues. The result showed that the surveyed staff’s awareness rate of building good conduct and political integrity at the hospital level(60.49%～83.99%) were higher than that of the department and the party branch(22.47%～32.93%), and the surveyed staff with administrative/party responsibilities had higher awareness rates than ordinary employees surveyed(P<0.05); the survey staff’s awareness rate of the hospitals’ disciplinary committees’ main duties(68.14%～83.16%) were higher than non-main duties(42.09%～75.93%). The sum of the very satisfied rate and satisfied rate of supervision effect on all aspects of the hospital discipline inspection commission were higher than 81.00%. This suggested that public hospitals should further clarify the division of "two responsibilities" of building good conduct and political integrity at the level of departments and party branches, and carry out targeted education and training for ordinary employees; the commission for discipline inspection of public hospitals should further focus on the responsibilities of the main business to strengthen the understanding of cadres and staff,and take effective measures such as supervision and education to assist the party committee and the competent department in charge of business ethics to strengthen the construction of medical ethics; and discipline inspection commissions and supervision commissions(discipline inspection and supervision groups) at all levels may explore to grant part of supervision authority to the discipline inspection commissions of the hospitals under their management.更多还原
