【摘要】 2020年初暴发的新型冠状病毒肺炎疫情迅速蔓延,疫情不断升级,成为全球关注的突发公共卫生事件。依据公共卫生伦理学的基本原则,对这次公共卫生行为中的"限制出行""隔离""戴口罩"等防控措施进行了思考和解读,分析这些防控措施的公共卫生伦理依据,并指出一些措施的不足之处,以便指导卫生组织更加科学合理地制定和实施公共卫生防控措施,做到科学防治、精准施策。并就公共卫生伦理学如何在公共卫生事件中发挥更大作用提出了建议。更多还原

【Abstract】 The rapid spread of COVID-19 in early 2020 and the escalating outbreak has become a public health emergency of global concern. In the study, according to the basic principles of public health ethics, the prevention and control measures such as "travel restriction","isolation" and"wearing mask" in this public health behavior were considered and interpreted;the public health ethical basis for these prevention and control measures was analyzed, and some deficiencies were pointed out, so as to guide the WHO to formulate and implement the prevention and control measures of public health more scientifically and rationally, to achieve scientific prevention and control and precise measures. In addition, some suggestions on how to make public health ethics play a bigger role in public health events were put forward.更多还原
