【摘要】 目的了解广州市对口帮扶清远市省定贫困村的基层卫生资源配置情况和贫困户卫生服务利用现状,为广东省实施医疗精准扶贫提出建议。方法以方便抽样为原则,根据访谈提纲对省定贫困村卫生室和贫困户进行入户访谈,并对采集数据进行统计分析。结果缺乏参与式的扶贫理念使得贫困居民对部分健康扶贫政策利用率较低;贫困地区农村卫生机构服务能力不足,医疗卫生人才队伍后继无人;贫困地区农村居民健康素养水平低,且农村居民的卫生资源可及性低。结论提高贫困地区农村居民健康扶贫政策知晓率,着力释放政策效应;政府应加强省内农村卫生资源配置统筹,确保贫困农村医疗资源公平性,同时大力开展以提高贫困户健康素养水平为核心的公共卫生服务;医保部门完善贫困农村地区医疗保障体系,推动落实医疗救助和大病兜底制度;人社局应完善基层医疗人才队伍建设机制,从而提高贫困农村基层医疗机构水平和卫生资源可及性。更多还原

【Abstract】 Objective Understand the counterparts in Guangzhou to help the primary health resources allocation situation of Qingyuan City’s poverty-stricken villages and the current status of poor households ’ health service utilization,and make recommendations for Guangdong Province to implement medical precision poverty alleviation.Methods Based on the principle of convenient sampling,according to the outline of the interview,household interviews will be conducted for the clinics and poverty-stricken households in provincial poverty-stricken villages,and the collected data will be statistically analyzed.Results The lack of participatory poverty alleviation concept makes poor residents use less of some health poverty alleviation policies; poor rural rural health institutions have insufficient service capacity,and the medical and health talent team is unsuccessful; rural residents in poor areas have low levels of health literacy and rural residents Low resource availability.Conclusion Improve the awareness rate of health poverty alleviation policies for rural residents in poverty-stricken areas,and focus on releasing policy effects; the government should strengthen the overall planning of rural health resources allocation in the province to ensure the fairness of medical resources in poor rural areas,and vigorously develop public health with the core of improving the health literacy of poor households Services; the medical insurance department improves the medical security system in poor rural areas,and promotes the implementation of medical assistance and serious illnesses; the Human Resources and Social Security Bureau should improve the mechanism of grassroots medical talents construction,so as to improve the level of poor rural primary medical institutions and access to health resources.更多还原
