【摘要】 从分析医疗机构利益相关者入手,对医疗机构的"思、知、言、行、果"进行全链条的分析,综合考虑信用的社会心理特征与医疗机构医疗行为的行业特征因素,提出医疗机构信用评价内涵,并基于医疗机构信用评价内涵定义,分别将信用意识、信用基础、信用能力、信用行为及信用状态等5个维度作为一级指标,分别确定二级指标和三级指标。指标的选择以及权重的确定采取德尔菲法和层次分析法,通过两轮的问卷调查咨询,专家一致认可5个维度的指标体系。通过专家判断矩阵加权算术平均对各专家决策数据进行集结,计算专家权威程度及归一化权威系数,判断矩阵的最大特征根在有效范围内,一致性比例CR都小于0.1,表明此判断矩阵具有较好的一致性。最终形成一套层次化和结构化的医疗机构评价指标体系。更多还原

【Abstract】 Starting with the analysis of the stakeholders of medical institutions, it conducts a full-chain analysis of the "thinking,cognition, words, deeds and results" of medical institutions, and comprehensively considers the socio-psychological characteristics of credit and the industry characteristics of medical institutions’ medical behaviors, which proposes the connotation of medical institution’s credit evaluation. Based on the definition of the connotation of medical institution’s credit evaluation, it takes the dimensions of credit awareness, credit foundation, credit ability, credit behavior and credit status as first-level indicators, and then determines the secondary and tertiary indicators, respectively. The selection of indicators and the determination of weights adopt the Delphi method and the Analytical Hierarchy Process. Through two rounds of questionnaire consultation, experts reach consensus on 5 dimensions of the index system. It aggregates the expert decision data through expert judgment matrix for weighted arithmetic average, calculates the expert authority level and the normalized authority coefficient, deriving that the maximum characteristic root of the judgment matrix is within the valid range, and the consistency ratio(CR)is less than 0.1. The result shows a good consistency of the judgment matrix.Eventually, a set of hierarchical and structured medical institution evaluation index system is formed.更多还原
