史密斯模型视角下我国校园冰雪政策执行研究——基于校园足球政策分析

【摘要】 运用文献资料、逻辑分析等研究方法,结合我国校园足球政策执行经验,采用史密斯政策执行过程模型的理想化政策、执行机构、目标群体和政策环境四个维度,对我国校园冰雪政策的执行情况进行研究。我国校园冰雪政策执行的制约因素主要包括:校园冰雪政策体系不完善,政策内容表述模糊,缺乏明确的政策执行标准;执行机构联动性不足,监督机制不健全;目标群体存在自利性,对政策选择性执行;应试环境基础深厚,政策资源匮乏。提出优化路径:完善政策体系,细化政策标准;健全政策执行机制,提高执行效率;加大政策宣传力度,建立有效奖惩机制;优化政策执行环境,拓宽政策资源途径,提升校园冰雪政策的执行效力。

【Abstract】 Using the research methods of literature and logic analysis and combining with the implementation experience of campus football policy in China, this paper studied the implementation of snow and ice policy on campus in China from the four dimensions of ideal policy, implementation agency, target group and policy environment of Smith policy implementation process model. There are some main restricting factors of the implementation of campus ice and snow policy of China including: imperfect campus ice and snow policy system, vague policy content, lack of clear policy implementation standards, insufficient coordination of policy implementation and imperfect supervision mechanism. And the target group is self-interested and selectively implements the policy; the examination-oriented environment is profound and the policy resources are defi cient. The research puts forward the optimization path as follows: We should improve the policy system by refining the standard, develop the policy implementation mechanism for high efficiency, strengthen policy publicity, establish ef fective reward and punishment mechanism, optimize the policy implementation environment, broaden policy resources, increase the effectiveness of the implementation of campus snow and ice policy.
