【摘要】 坚持"安全第一,预防为主,综合治理"的方针,突出我国铁路行业特点,分析我国铁路运营安全的复杂性和国内外安全管理体系特点,提出中国铁路运营安全管理体系(CRSMS)构建的总体思路。CRSMS充分继承我国铁路行之有效的安全管理方式方法,调研和借鉴国内外安全管理体系(SMS)实施过程中的优秀实践经验,遵循PDCA闭环管理理念。其框架包括基础管理、防范管控、应急管理、监督管理、综合保障、绩效管理6大子体系,25个模块,86项基本内容。研究可为科学规划实施CRSMS提供理论支撑,促进铁路运营安全管理的标准化、专业化和规范化,为确保铁路安全持续稳定和不断创新发展奠定基础。更多还原

【Abstract】 Adhering to the principle of"prevention-oriented comprehensive governance with safety as the first priority"and highlighting the characteristics of China’s railway sector, this paper analyzes the complexity of China’s railway operation safety and the characteristics of domestic and foreign safety management systems, and proposes the overall idea for establishing CRSMS. CRSMS fully inherits the effective safety management methods in China’s railway sector, studies and draws on good practical experience in the implementation of safety management systems(SMS) at home and abroad, and follows the closed-loop management concept of PDCA. The framework includes six sub-systems of basic management, prevention and control, emergency management, supervision and management, comprehensive guarantee, and performance management, 25 modules, and 86 basic content items. The study can provide theoretical support for scientific planning and implementation of CRSMS, promoting the professional standardized railway operation safety management and laying foundation for ensuring the sustained stability and development of railway safety..更多还原
