【摘要】 随着经济由高速增长阶段转向高质量发展阶段,中国逐步出现一些具备新产业区特征的创新型高新技术产业区。目前国内新产业区统计监测指标体系建设欠缺,而成长中的成都科学城具备新产业区的网络化与根植性典型特征,因此以成都科学城为样本,基于新产业区理论,借鉴国内外相关指标体系,分析中国新产业区统计监测存在的问题,构建创新生态系统视角的新产业区统计监测指标体系,研究其理论依据、体系构建、逻辑联系和构建方法,并提出新产业区统计监测政策建议。研究结果显示:国内新产业区概念界定存在争议,且缺乏相关统计监测体系,横向比较、新指标、企业数据、基年原始数据、定性指标、跨行政区有一定统计难度。鉴于此,提出省级科技厅和统计局联动建设新产业区统计监测指标体系,产学研结合完善定性指标,加强企业调查,建立标准化体系制度,核心城市试点,新体系推广应用和横向对比等对策建议。更多还原

【Abstract】 Transforming from rapid growth stage to high-quality development stage,it appears gradually some innovation hi-tech industrial zone with characteristics of new industrial district in China.Now for lack of statistical monitoring evaluation index system of new industrial district,developing Chengdu science city has shown new industrial district typical characteristics of networked and rooted,and it’s built based on the new industrial district theory and with example of Chengdu science city.It learns from the native and foreign experiences,analyses the issues of the new industrial district statistical monitoring,and constructs a statistical monitoring index system using the example of Chengdu science city with aspect of innovation ecosystem,including its theoretical basis,index system,logic connection and construction method,then brings forward some suggestions.The result shows that:there is a dispute about concept of new industrial district in domestic,lacking of relative statistical monitoring index system,and statistical difficulties of horizontal comparison,new index,enterprise data,base year raw data,qualitative indicators,cross-administrative region.Therefore,it is proposed that the provincial science and technology department and the statistics bureau jointly build a statistical monitoring indicator system for new industrial zones,industry-university-research combination of perfect qualitative indicators,enhancing corporate investigation,building standardization system,and piloting the core city,popularize and apply new systems,and make horizontal comparisons.更多还原
