不同约束条件下公路运输效率的实证研究

【摘要】 公路运输建设是我国国民经济最重要的基础建设之一。本研究基于效率的视角,引入非期望产出评价模型SBM-DEA,采用DEA-Solver作为分析方法,以2016年我国31个省市地区的公路运输业的数据为研究对象,分别在碳排放量、交通安全、噪音量三个约束条件下测度分析我国公路运输效率,并将实证结果与在无非期望产出的条件下的所测度的效率值进行对比,结果表明:地区经济发展程度和环境保护力度是造成东、中、西部地区公路效率值存在差异的主要因素,根据这两个影响因素,针对性地提出了东、中、西部地区公路运输效率提升的建议,东部要更加重视生态环境保护,中部要同时发展经济和保护生态,西部要结合当地的生态优势更加注重经济发展。

【Abstract】 The construction of highway transportation is one of the most important infrastructure of national economy in our country. This paper,based on the perspective of efficiency,by introducing the expected output SBM-DEA evaluation model,using DEA-Solver as analysis method,and selecting highway transportation data of 31 provinces and regions in our country in 2016 as the research object,analyzes our country road transportation efficiency under the three constraints conditions( carbon emissions,traffic safety,and noise) respectively and compares the empirical results with the efficiency of road transportation under the condition of unexpected output. It finds that the differences of regional economic development degree and environmental protection intensity are the main factors that cause the differences of highway efficiency in the eastern,central and western regions. According to these two influencing factors,some suggestions are put forward to improve the efficiency of highway transportation in eastern,central and western regions. For the eastern regions,more attention should be paid to the protection of ecological environment;the central regions should develop the economy and protect the ecology at the same time; the western regions should combine the local ecological advantages and pay more attention to the economic development.
