【摘要】 《中国共产党党内监督条例》以及新党章将纪委是党内监督的"专门机关"改为"专责机关",更加突出纪检机关"监督执纪问责"职责。从当前高校纪委履行专责监督职责的新要求着手,结合高校实际,分析了当前高校纪委落实专责监督职责中面临的问题,并提出了创新监督工作体制、厘清党委主责与纪委专责关系、丰富执纪监督方式、完善纪检监督组织机构等措施,促进高校纪委围绕党章赋予的职责和任务开展工作,更有效地发挥专责监督作用,提高履职能力。更多还原

【Abstract】 In the Regulations on inner party supervision of the Communist Party of China and the new Party Constitution,the connotation of the inner-party supervision of the Discipline Inspection Commission has changed,and the words " specialized organs" is revised into " specific responsibility organs". The aim of the revision is to give more prominence to the responsibilities of discipline inspection organs in " supervision,discipline and accountability". According to the new requirements of performing the specific supervision responsibility for the Discipline Inspection Commission in Colleges and universities,combining with the actual situation of colleges and universities,this paper analyzes the problems faced by the Discipline Inspection Commission in the implementation of its specific supervision responsibilities. This paper puts forward the suggestions: innovating the supervision system,clarifying the relationship between the Party Committee and the specific responsibility of the Discipline Inspection Commission,enriching the ways of discipline supervision,improving the organization of discipline inspection and supervision,etc. The implementation of these recommendations will promote the work of the Discipline Inspection Commission in Colleges and universities to perform the responsibilities given by the Party Constitution,play a more effective role in supervision,and improve the ability to perform their duties.更多还原
