强化激励机制稳定高水平实验技术队伍

Strengthening the Incentive Mechanism and Stabilizing High-level Experimental Technical Team——Based on the analysis of “Laboratory Innovation Fund Project of Tsinghua University”

【摘要】 在双一流建设和创新人才培养背景下,一支稳定的高水平实验技术队伍对高校意义重大。分析了清华大学为稳定高水平实验技术队伍所采取的主要激励措施,包括设立专项研究、开展研修培训、建立荣誉奖励,增强实验技术队伍的价值感、归属感和荣誉感。重点研究了实验室创新基金项目在提高实验技术人员工作热情和积极性方面的作用机理:提升队伍定位,坚定人员信心;学生直接受益,成就感强;资助范围广,人人都有机会;鼓励配套经费支持,以点带面。同时为项目的持续推进提出对策和建议,建议坚持鼓励为主,兼具技术和创新性要求;进一步加大支持力度,使好的项目尽早受益;支持实验技术人员从事一定的研究工作,为高校稳定实验技术队伍提供参考。

【Abstract】 Under the background of double-first-class construction and innovative talents training,a stable high-level experimental technical team is of great significance to colleges and universities. The main incentives for Tsinghua University to stabilize high-level experimental technical team were analyzed,those include the establishment of special research,training and honorary rewards,that enhance the sense of value,belonging and honor of the experimental technical team. The mechanism of Laboratory Innovation Fund Project in improving the enthusiasm of laboratory technicians was studied. The project can improve team positioning,strengthen the confidence of technicians. It makes students directly benefit,makes the technicians have a strong sense of achievement. Wide-ranging funding lets everyone have opportunities. The project encourages supporting financial support. At the same time,countermeasures and suggestions have been put forward for the continuous promotion of the project. It is recommended to adhere to the principle of encouragement with technical and innovative requirements,further increase support to make good projects benefit as early as possible,and support experimental technicians to engage in certain research work. It is expected to provide reference for stabilizing laboratory technical team in colleges and universities.
