【摘要】 高校实验设备采购中招标文件需求的编写,是政府采购源头管理的重要内容,是发挥政府采购政策功能,落实政府采购公开、公平、公正和诚实信用原则和促进廉政建设的重要抓手,同时也是提高采购资金的使用效益,维护采购人利益,保护采购人合法权益的重要保证。但是在高校的设备类采购实践中,存在采购人对采购需求编写的认识不到位,责任不清晰,市场调查不充分,编写不规范等诸多问题。建议通过强化主体责任,完善需求论证,加强监督管理等方式更加科学合理确定采购需求。更多还原

At the same time, it is also an important guarantee to improve the efficiency of the use of procurement funds, safeguard the interests of purchasers and protect the legitimate rights and interests of purchasers. However, in the practice of experiment instruments procurement in and universities, there are many problems, such as the buyers’ understanding of purchasing demand is not in place, the responsibility is not clear, the market research is not sufficient, the writing is not standardized and so on.
