基于KANO模型的招标需求指标优先级排序方法探究
Research on KANO-Based Ranking Model for Bidding Evaluation Indexes
【摘要】 目前各类招标评审指标的优先级排序与权重配置常用加性加权法,这种算法的主观随意性较大,难以保证获得满意的招标结果。提出一种基于KANO模型的招标需求指标排序方法,并以高校化学实验台的招标需求为实例进行方法解析与应用研究。研究发现运用KANO模型方法对招标需求进行优先级排序,可以客观、量化建立招标评审指标体系及其权重分配,为进一步提升招标采购质量奠定基础,也为高校各类招标评审指标设置提供方法参考。
【Abstract】 At present, additive weighting method is commonly used in the prioritization and weight allocation of various bidding evaluation indexes, but it has disadvantages of subjective randomness and difficulty in guaranteeing satisfactory bidding results. This paper proposes a bidding evaluation indexes ranking method based on KANO model, and applies it in the bidding evaluation of the chemistry laboratory in a university as an empirical analysis. It is found that KANO model could be used to prioritize the bidding requirements more objectively and quantitatively in establishing the bidding evaluation index system and its weight distribution. It lays a foundation for further improving the quality of bidding and procurement, and provides a methodological reference for the setting of various bidding evaluation indexes in colleges and universities.
