【摘要】 生态环境质量达标是各级政府应履行的法律责任和义务,是当前生态环境保护工作最紧迫的任务。目前生态环境质量不达标地区主要开展了环境空气质量和水环境限期达标规划的编制工作,但土壤环境、自然生态等其他生态环境要素涉及较少,一些地方达标期限设置不合理,对生态环境质量达标工作的重要性、紧迫性和复杂性认识不足。针对上述问题,本文提出相关建议,以为各级政府早日完成生态环境质量限期达标工作提供参考。更多还原

【Abstract】 Conforming to environmental quality is the legal responsibility and obligation of governments at all levels. It is also the most urgent task of ecological environment protection. However, at present, the governments of non-attainment areas mainly carry out the air quality conformity plan. While other ecological environment elements such as water environment, soil environment and natural ecology are rarely involved. In some places, the timetable of attainment procedure is unreasonable and the awareness of the importance, urgency and complexity of the work is insufficient. In view of the above problems, a few suggestions were put forward to provide reference for governments at all levels to improve the environmental quality conformity plan.更多还原
