【摘要】 构建科学可行的乡村振兴评价体系,对客观认识乡村发展态势,分类推进乡村振兴战略,精准施策具有重要的指导意义。通过对甘肃省县域调查,基于乡村振兴"产业兴旺、生态宜居、乡风文明、治理有效、生活富裕"五个方面要求,构建了包括5个一级指标、28个二级指标的乡村振兴评价指标体系,运用熵值法与德尔菲法相结合的方式确定各级指标权重,并对甘肃省29个县域进行实证分析。结果表明,在省域范围内对县域乡村振兴进行评价具有一定的现实意义,指标体系与方法设计具有可行性和可信性;甘肃省县域乡村振兴水平较低,县域差异大,可分为综合趋强型、特色显现型、不均衡发展型、整体薄弱型四种类型;乡村振兴战略要对西部地区给予政策倾斜,客观诊断乡村振兴短板,制定分类分项实施规划和政策配套。更多还原

【Abstract】 A scientific and feasible evaluation system for rural revitalization plays an guiding role in objectively understanding the rural development situation,classifying and advancing and specifically executing the rural revitalization strategies as well.With a survey of counties in Gansu Province,this paper builds an index system for evaluating rural revitalization that includes five first-level indicators and 28 second-level indicators based on five aspects of rural revitalization,namely industrial prosperity,ecological livability,rural civilization,effective governance,and rich life.The Entropy weight method and Delphi method was combined to determine the index weights at all levels.An empirical analysis was performed on 29 counties in Gansu Province.The research results show that the evaluation of county-level rural revitalization within the scope of the province has a certain practical implication.The index system and method design are feasible and trustworthy.Because of the low level and large disparity in rural revitalization of counties in Gansu Province,the evaluation system for rural revitalization is divided into four types of comprehensive strength,distinctive features,uneven development and overall weakness.The study suggests that the strategy of rural revitalization should give policy preference to the western region,objectively identify the necessity of rural revitalization,and formulate a categorized implementation plan and supportive policy accordingly.更多还原
