【Abstract】 Water governance system forms a key part of national governance system according to the deployment made by the Fourth Plenary Session of the 19 th Central Committee for advancing state governance and modernization of administrative capacity, and continuing improvement of the socialist system with Chinese characteristics. The paper introduces the concepts and implications of water governance. Based on brief review of history of water governance since the founding of new China in 1949, studies are made on policies, theories and tasks contained in the speeches of Xi Jinping. Practical advices are given to uphold and perfect water governance system and capability modernization under the guidance of Xi Jinping’s thought and thinking.更多还原
