【摘要】 评标专家的工作好坏决定了建设工程招标投标过程的成败。如何激励评标专家高质量地履行责任应成为主管机构的重要关注点之一。在对现行的评标专家管理现状和需求情况进行分析的基础上,发现完善评标专家的激励机制是提高评标工作绩效的有效途径。在对科技期刊审稿专家与评标专家的工作性质与需求进行对比分析的基础上,借鉴期刊审稿专家的激励制度,结合评标专家的工作实际,构建了评标专家的星级评定制度,以改善对评标专家的激励机制,提升评标工作的效果。更多还原

【Abstract】 The work of bid evaluation experts determines the success or failure of the bidding process of construction projects. Howto motivate bid evaluation experts to perform their responsibilities with high quality should be one of the key concerns of the authorities. Based on the analysis of the current situation and demand of bid evaluation experts,this paper discovers that improving the incentive mechanism is an effective way to improve the performance of bid evaluation experts. Based on comparative analysis of work quality and demands between technological journal peer-reviews and bid evaluation experts,using the incentive mechanism of journal peer reviewers as references and considering the practices of bid evaluation experts,a star rating system for bid evaluation experts is constructed to improve the incentive mechanism and enhance the performance of bid evaluation experts for construction projects.更多还原
