【摘要】 选取国家和上海层面的141项政策,并在实地调研基础上,研究二十余年来影响上海文创园区发展的政策体系,解读政策在不同的阶段如何影响上海文创园区的发展路径和模式。研究发现,四条政策主线更替起了主导作用:从划拨用地协议转让的不断规范带来空置僵局,到"三个不变"破局和现代服务业政策绿灯,再到数轮集约用地背景下的土地性质变更引导,以及文创园区在审慎支持下的功能复合化。研究还发现,土地部门代表的规范和集约用地体系,产业部门代表的园区推进体系,文保部门代表的工业遗产保护开发体系,区级政府代表的园区综合绩效体系,共同构架了基本尊重发展实践的政策系统。更多还原

【Abstract】 Based on 141 policies at central and local levels,as well as interviews with managers of creative parks,we investigate how policies have contributed to shape the path and model of creative parks in Shanghai since over 20 years.We find that the evolution of creative parks in Shanghai is largely determined by four streams of policy rhetoric:the deadlock engendered by increasingly strict rules for transfer of allocated lands by agreement;"three unchanged" and green light to industrial land used for service sectors;several rounds of policies conducible to compact use of allocated lands;limited support to creative parks,which favored composite spatial functions.We also find that the policy system is alternately composed of four discourses:normalization and compactness requirements represented by land and planning regulatory bodies;promotion of creative parks represented by industrial departments;protection of industrial heritage represented by cultural heritage organizations;track record represented by district governments.The adaptability of and complementarity between different discourses are helpable to continuously define and monitor the evolution of creative park practices.更多还原
