【摘要】 政府数据开放是释放数据潜能的关键,也是数字创新的主要源泉。政府数据开放是指可以自由免费地访问、获取、利用政府数据。文章通过揭示政府数据开放与创新驱动经济增长的内在机理,指出只有政府数据充分开放,使积存的数据运行起来,逐步建立市场化的生态体系,才能使国民经济各产业、各领域通过数字创新的乘数效应和数字溢出效应推动数字经济迅猛发展,带动传统产业的转型升级。但中国政府数据目前开放不足,还未形成数字生态,只有通过数据开放立法,由政府数据开放向公共数据开放延伸,进行市场化的数字生态建设,才能真正挖掘数字资源所蕴含的巨大经济价值和社会价值,促进国民经济的转型升级和健康发展。更多还原

【Abstract】 Government data opening is the key link to releasing data potential, and the main data source ofdigital innovation. By revealing the inherent mechanism of government data opening and innovation-driven economicgrowth, the paper argues that only when government data are fully open, the accumulated data in full op eration, and a market-oriented ecological system gradually established, can all industries and other fieldsof the national econom y witness a rapid development by way of the multiplier effect and digital spillover effec t of digital innovation,resulting in the digital transformation and upgrading of traditional industries. At this stage, however, the opening of government data in China is far from sufficient and the digital ecology has yetto be fo rmed. It further points out that only by way of the legislation of data opening, the extension from gov ernmentdata opening to public data o pening, and the construction of market-oriented digital ecology, can wetruly tap the huge economic andsocial benefit contained in digital resources, and promote the transformation, upgrading and healthy development of the national economy.更多还原
