黄河上游城市绿色高质量发展效率测度及对策研究——基于超效率SBM模型

【摘要】 在国土空间规划加快推进和区域经济加速"分化"背景下,黄河上游地区高质量发展的比较优势在于"生态优先,绿色发展",关键是提高城市绿色发展效率。运用超效率SBM模型,按照绿色发展理念演变逻辑对黄河上游城市绿色发展效率进行四种类别测度,结果表明:黄河上游地区地级以上城市、地区中心城市和城市群的整体绿色发展效率不断提高,但波动大,城市体系内部发展的不充分和不平衡性问题突出。因此,黄河上游地区绿色高质量发展的重点在于不断完善城市绿色发展的体制机制,加快培育绿色产业体系,强化基础设施互联互通,增加社会民生投入,大力推进绿色发展转型。

【Abstract】 In the context of the accelerated advancement of national territorial space planning and the "differentiation of the regional economies, the comparative advantage of high-quality development in the Upper Yellow River lies in "ecological priority, green development". The key is to improve the efficiency of urban green development. According to the evolution logic of the green development concept, using the super-efficiency SBM model to measure the green development efficiency of the Upper Yellow River Region in four categories. The results show that the overall green development efficiency of cities in the region is continuously improving,but the volatility is large, and the problems of insufficient development and imbalance within the urban system are prominent. Therefore,the point of green high-quality development in the Upper Yellow River is to continuously improve the urban green development system and mechanism, accelerate the cultivation of green industrial systems, strengthen infrastructure interconnection, increase social and livelihood investment, vigorously promote the transformation of green development.
