【摘要】 从政府和集体的关系来看,村级集体经济的发展已经走过了三个阶段:从政府推动农民发展农业集体经济,到政府扶持村级集体发展工业集体经济,再到政府弱化了对于村级集体经济发展的扶持。目前,村集体经济的发展正处于政府和市场共同推动的新阶段。随着乡村振兴战略的实施,那些缺乏自主发展能力又缺乏发展动力的村集体经济的发展,必然需要各级政府尤其是基层政府的有力推动。然而,近年来基层政府和村两委的社会治理职能同步强化,而其经济发展职能和发展权也已同步弱化。在此背景下,基层政府如何才能帮助村级集体经济发展成为乡村振兴必须要面对的问题。本文通过对地处大城市郊区的P村的调研发现,在基层治理体系重构和基层治理能力提升的过程中,政府通过村级治理任务的安排和治理项目在村域的投放,能够有效地推动村集体经济的发展,或许正在走出一条通过治理来实现发展的治理性发展之路。更多还原

【Abstract】 From the perspective of the relationship between the government and the collective,the deve lopment of village collective economy is found to have gone through three stages: from the government promoting the development of agricultural collective economy,to the government supporting the deve lopment of industrial collective economy,to the government weakening the support for the development of village collective economy. At present,the development of village collective economy is in a new stage promoted by the government and the market. With the implementation of the strategy of rural revitalization,those village collectives that lack the ability of independent development and the motive force of development must be strongly promoted by the governments at all levels,especially the grass-roots governments. However,in recent years,the social governance functions of grass-roots government and two village committees have been strengthened simultaneously,and their economic development functions and development rights have also been weakened simultaneously. In this context,how the grassroots government can help the development of the village level collective economy has become a problem that rural revitalization must face. Through the investigation of P Village in the suburb of a big city,this paper finds that in the process of reconstruction of grass-roots governance system and improvement of grass-roots governance ability,the government can effectively promote the development of village collective economy through the arrangement of village level governance tasks and the investment of governance projects in the village area,and is going on a governance development road to achieve development through governance.更多还原
