【摘要】 产业扶贫政策在实践过程中容易陷入"产业失败—政府扶持—再失败"的产业扶贫怪圈。这样的产业扶贫悖论,从根本上来讲是作为小农的贫困户与现代大市场难以对接的问题。H县"三个一"产业扶贫模式,通过党建引领与组织再造、贫困户参与和利益联结、资金注入与金融化运作、生产资料的保值与增值四种机制的创新,不仅有助于完成精准扶贫目标,实现对农村集体经济的再造,而且还促进了精准扶贫与乡村振兴二者的有效衔接,即从"产业扶贫"向"产业兴旺"的过渡。与自由市场扶贫模式、主体带动扶贫模式和小农扶贫模式相比较,以党政主导再造新集体经济的产业扶贫模式有着益贫性高、市场风险小、执行难度小与可复制程度大的优势,因此,我们应该对这种新的产业扶贫模式进行更多的关注与研究。更多还原

【Abstract】 In the process of practice,the industrial poverty alleviation policy is easy to fall into the strange circle of "industrial failure-government support-failure again". This paradox of industrial poverty alleviation is fundamentally the problem of how to connect the poor households as small farmers with the modern market. Through four mechanisms—Party construction leadership and organization reengineering,industrial embeddedness and farmers’ participation,capital injection and leverage,the preservation and value-increase of means of production,H County’s "three ones"industrial poverty alleviation model not only helps to achieve the goal of targeted poverty alleviation,but also realizes the reconstruction of rural collective economy,and also promotes the effective connection between targeted poverty alleviation and rural revitalization,that is,the transition from industrial poverty alleviation to industrial prosperity. Furthermore,compared with the free market poverty alleviation model,the subject driven poverty alleviation model and the small-scale peasant poverty alleviation model,this industrial poverty alleviation model,which takes the party construction as the guide to rebuild the new collective economy,has the advantages of high poverty-relief benefiting,small market risk,small implementation difficulty and large replicability.
