【摘要】 自由贸易港产生和发展的内在原因是由产业动力所推动。不同的产业体系构建不同类型模式的自由贸易港。从国际和国内经验来看,产业动力和产业体系推动自由贸易港制度创新和规则创立,由货物贸易向"货物贸易+"演进,由货物的进出口存储和管制,向既有货物管理也有服务管理转变。海南自由贸易港主要任务是对标国际先进经贸制度,探索具有中国特色的自由贸易港制度,在具体实施过程中,应按照《海南自由贸易港建设总体方案》的要求,结合海南的经济特点和发展需求,构建"旅游+""贸易+""数字+"三个核心产业链,推进制度建设。更多还原

【Abstract】 The internal cause of the emergence and development of free trade port is driven by motivation of the industry. Different industrial systems have different types of model. Viewing from the international and domestic experience,we see that the motivation and system of industry promotes the innovation of the Free Trade Port system and the establishment of relevant rules. It also promotes the evolvement from goods trade to "goods trade + "and the transfer from the storage and control of import and export of goods to the management of both goods and services. The main task of Hainan Free Trade Port is to explore the free trade port system with Chinese characteristics on the basis of the international advanced economic and trade system. In specific implementation,we should build three core industrial chains of "tourism + ","trade +","digital + ",and promote the system construction according to the requirements of the Overall Plan for the Construction of Hainan Free Trade Portand combining it with the economic characteristics and development needs of Hainan.更多还原
