【摘要】 以河南省为例,选取2010～2017年的专利授权数、科技论文发表数作为产出指标,以研发支出和R&D研发人员数量作为投入指标,运用DEA方法对河南省17个地级市2010～2017年的区域创新效率进行评价分析。研究结果表明:8年间,河南省创新成果丰富,但整体创新效率不高,区域创新综合效率呈现先上升后下降的趋势,有进一步好转的趋势。地区间创新综合技术效率的差异十分显著,其中以郑州、信阳的综合创新效率表现最优,其他地区的综合创新效率均不同程度地受到了纯技术效率和规模创新效率偏弱的限制。最后,结合实际情况提出了相应的建议。更多还原

【Abstract】 This paper, taking Henan Province as an example to select the number of patents authorized and that of scientific papers published from 2010 to 2017 as the output indicators, the expenditure and the number of R&D personnel as input indicators and using DEA method, evaluates and analyzes the regional innovation efficiency of 17 prefecture-level cities in Henan Province in above period. The results show that: in the past eight years, Henan Province has achieved fruitful innovative achievements, although the overall innovation efficiency is not high and the comprehensive efficiency of regional innovation reveals a tendency of rising first and then declining with a trend of further improvement. There exist some significant differences in the comprehensive technological efficiency innovation among the regions with the best performances of Zhengzhou and Xinyang, the restricted efficiency of other regions due to the limitation of purely technological efficiency and scale innovation efficiency. Finally, some suggestions are put forward based on the actual situation.更多还原
